It's showing the Canadian flag from 1868 to 1922 (occasionally with variations on the shield when provinces would be added) with the arms of Ontario, Quebec, New Brunswick and Nova Scotia. I have a site devoted to it! http://imperialflags.blogspot.de/search/label/Canada
